Wilmot Proviso was an offer by David Wilmot, a Democratic representative of Pennsylvania, to reciprocatePresident James Polk's request to congress for $2 million dollars as to help him establish peace and define a boarder or boundary with Mexico. The bill eventually went through the House of Representatives and it was passed. Sadly it still required approval from the senate and congress. It eventually stalled in the senate due to the fact that senate at the time had a very heavy southern influence.
